Human Resource Procedures: Emergency Action Plan (EAP) – Active Shooter / Hostile Threat Protocol

An Emergency Action Plan (EAP) - Active Shooter/Hostile Threat Protocol is designed to provide a set of protocols that can be used in responding to an active shooter event and when one is faced with a hostile or threatening situation.  While the term “active shooter” is used widely in the media and the security industry, we believe such term is self-limiting.  Thus, we elected to use the term “active shooter/hostile threat” to encompass those situations where an aggressive individual may not be armed in the tradition sense (i.e., guns and bullets) but may have other weapons (e.g., knives, explosive devices, blunt objects, etc.) or may be exhibiting behaviors which require an emergency action response.

SACS Consulting & Investigative Services, Inc. works with you to formulate a customized plan to ensure the protection of building occupants from serious injury, property loss, or loss of life including:

  • General Guidelines to address: threat identification, proximity of threats, staff leadership roles, and response
  • Specific Guidelines to establish: the circumstances and procedures for the sheltering-in-place, relocating to designated safe rooms within a facility, and/or evacuation of building occupants
